Mode of Financing: Installment Sale IDB Project No. : SLE-1009

The Government of Sierra Leone has applied for financing in the amount of USD130 million equivalent from the Islamic Development Bank (IDB) and The Saudi Fund For Development (SFD) toward the cost of the “Reconstruction of Kambia – Tomparie – Kamakwei Road Project”(Appox. 105km). It intends to apply part of the proceeds to payments for goods, works and related services to be procured under this project. Kambia-Tomparie approximately 85km will be financed by IDB and approximately 20km from Tomparie – Kamakwei will be financed by the Saudi Fund for Development (SFD). The project will include the following components:

Component 1: Civil Works Road Construction: Including but not be limited to the civil works for approximately 105 km, Kambia-Tomparie (IDB Financing), Tompari Bridge (IDB Financing) and Tompari – Kamakwei (SFD Financing) of new paved roads and bridges across two districts in Northern Sierra Leone. The project consists of up grading the existing earth road to an all-weather paved road. The project will contribute to economic growth in the project area by improving market accessibility and stimulating development through various ancillary works.

Component 2: Project Design and Supervision Consultancy (PDSC): The project will have a PDSC whose tasks may include, but not limited to: Assisting in development, reviewing and updating of detailed design documents, cost estimates of the project. Preparation, support and assist with the bidding process (prequalification – bid evaluation). Provide Supervision services during project construction and implementation. Provide staff support to the SLRA as necessary and appropriate. Support project management, monitoring, and reporting on project progress.

Component 3: Financial Auditor: A qualified local auditing firm will be recruited to carry out audit activities for the IDB and the Beneficiary as part of the legal and financial covenants of the proposed project.

Procurement of contracts financed by the Islamic Development Bank will be conducted through the procedures as specified in the Guidelines for Procurement of Goods and Works under Islamic Development Bank Financing (current edition), and is open to all eligible bidders as defined in the guidelines. The Procurement of contracts financed by the Saudi Fund for Development will be conducted through procedures as specified by SFD guidelines. IDB financed components are summarized as follows:

Civil Works (Kambia – Tompari)- International Competitive Bidding Open (ICB)
Civil Works (Tompari Bridge)- International Competitive Bidding Open (ICB)
Project Design & Supervision Consultancy(PDSC)–IDB Member Country Shortlist (QCBS/ MC)
Financial Auditor – National Short-list (LCS)
Procurement of Goods for Project Management Unit (PMU) – National & International Shopping

Specific Procurement Notices (SPN) for contracts to be bid under the Islamic Development Bank’s International Competitive Bidding procedures for Civil Works and for consultancy services contracts will be announced, as they become available, in IsDB Website, UNDB, Government of Sierra Leone (GoSL) Website as well as publications of wide international circulation newspaper and local Sierra Leonean newspaper.

Prequalification of suppliers and contractors shall be required for procurement of Civil Works.

Interested eligible bidders who wish to be included on the mailing list to receive invitations to prequalify/bid under ICB procedure, and interested consultants who wish to receive a copy of advertisement requesting expressions of interest for consultancy contracts, or those requiring additional information, should contact the address below.

The General Procurement Notice (GPN) between January 22 – March 22, 2018.
SPN / Expression of Interest (Consultancy Services) between March 22 – May 22, 2018
SPN (Civil Works) December 2018

SPN/ Expression of Interest (Financial Auditor) July 2018
